However, to the producer, it is less costly to dump the wasters into the stream than to purchase equipment with which to create the wasters. Clearly, there is a cost of using the stream, but that cost is borne mainly by society in general rather than the producer making the decision. In the absence of rules to the contrary, the producer has no incentive to take the costs of pollution into account.
